On 20 December 2011, the RSU Oncology Institute (formerly known as Hereditary Cancer Institute), represented by its rector Professor Jānis Gardovskis, entered into an agreement which provides for the implementation of the project “Development of Hereditary Cancer Prevention Measures in Pskov Region” under the framework of the Estonian-Latvian-Russian cross border cooperation programme, co-financed by the European Regional Development Fund.

Still lacking in Russia, new alternative methods for hereditary cancer management, mainly preventive in nature, have already been introduced and are practiced at a high level in Latvia. In the project which spans a period of 24 months, Rīga Stradiņš University's Oncology Institute researchers intend to transfer a broad spectrum of knowledge on hereditary cancer to their colleagues in Russia, the Pskov Oncological Dispensary (POD). The best available knowledge and hereditary cancer management practices will thus become available to the Russian colleagues during and long after the project to ensure the most up-to-date hereditary cancer management in Pskov region.

The general objective of the project is to improve the quality of life in Russia and Latvia by developing an effective population-based hereditary cancer screening and management system model and combating hereditary cancer in border areas. As part of the project, a hereditary cancer centre will be established in Pskov within the POD to offer patient consultations and management activities. Patient screening pilot projects and molecular investigation will be conducted in Latvia and Russia to identify high risk individuals. As information and experience exchange about hereditary cancer, preventative measures and management will be ensured, one of the project goals is to raise awareness in the medical community and general population of Pskov region that the disease is manageable and curable.

With a total budget of EUR 297,176, the project was launched in January 2012.
