Some of the most complicated current social problems are increasing crime rate, drastic increase of drug-related offences, emergence and spread of new psychoactive substances in society, committing of particularly heavy criminal offences to obtain money for drugs or criminal offences committed under influence of drugs. Not only identification but also integration and re-socialisation of drug addicts as full-fledged members of society are currently among the most complicated issues.
At the same time, it has to be admitted that rights protection, health care and social support institutions lack sufficient resources to efficiently implement the functions determined by their competence framework for the integration of drug addicts.
