The Latvian Cabinet of Ministers issued the following decrees:
- “On the Reorganization of the University of Latvia and the Medical Academy of Latvia”,
- “On the Reorganization Commission of the University of Latvia and the Medical Academy of Latvia”,
- “On the Implementation of the Reorganization Programme of the University of Latvia and the Medical Academy of Latvia”.
On 6th November 2002, all three CM decrees were only recognized as no longer being in effect.
On 9th November, at MAL (RSU) Senate session, the decision was made to form the European Integration Institute, which was established by reorganizing the Faculty of Social Sciences and including social science study programmes in it.
Having begun in the early 1990s, the battle for the preservation of the MAL (RSU) continued.
The event marking 1st year students’ matriculation and opening of the new study year on 1st September 1999. The symbol of hope for the future was the white horse Sapnis (Dream), as in the painting by Arturs Baumanis “Likteņa zirgs” (Horse of Fate), where the legend about the beginnings of medicine in Latvia is portrayed, places its right leg – the leg of life – over the spear. The prediction was that RSU would continue into the future.
