Although procedures differ for EU/EEA citizens and 3rd country nationals (non-EU/EEA citizens), ALL RSU INTERNATIONAL STUDENTS ARE OBLIGED TO UNDERGO IMMIGRATION PROCEDURES when they come to study in Latvia. This is mostly due to the fact that international students stay in Latvia for several years and thus have to be registered in Latvia. Moreover, institutions dealing with immigration procedures in Latvia (State Border Guards, Office of Citizenship and Migration Affairs (OCMA), Security Police) do check on foreigners in Latvia in order to know if they are safe and if everything is ok with them. All these institutions are very strict, therefore, it is advisable to follow the steps and information below since it will help you to avoid unnecessary difficulties and will definitely save your time. Please visit the OCMA website for general information about all immigration procedures.

Immigration procedure for EU/EEA citizens

You do not have to worry about immigration issues prior to your arrival in Latvia. Once you arrive in Rīga, you will be guided through a step-by-step immigration process, just note that certain immigration procedures apply also to EU/EEA citizens.

According to laws, if a citizen of a member state of the EU/EEA enters and resides in the Republic of Latvia for a period longer than 6 months within a calendar year counting from the first day of entry, they are obliged to apply for a Registration Certificate or ID Card for European Citizens (see sample images below). The acquisition of the Registration Certificate/ID Card will be settled with the help of the RSU Immigration Officer after you arrive and within your first 3 months in Rīga.

Immigration procedure for non-EU/EEA citizens

Immigration procedures for non-EU/EEA citizens (3rd country nationals) are typically more complex and take more time than those for EU/EEA citizens. There are specific procedures you have to undergo before coming to Latvia, when you have arrived and once per every year of your stay in Latvia. Moreover, there are also specific entry procedures for citizens representing certain states (visas). However, once you have arrived, your stay in Latvia will be on the basis of Temporary Residence Permit (TRP). Please find below more information about what you have to do to enter Latvia and to stay here during your studies.

RSU Application

The first step even before the immigration procedures is to send a full application package the RSU International Admissions Office. Submit all necessary documents and do all the necessary payments. In case of acceptance, RSU Admissions Officer will prepare a study agreement for you and sends it to your home address together with other relevant documents. When this is done, RSU Immigration Officer will get in touch with you to help you with immigration procedures. Since immigration procedures can take an unlimited amount of time, it is advisable to complete your application as soon as possible.

Immigration Invitation

Upon a positive decision from the RSU Admissions Office regarding your enrolment at RSU, the RSU Immigration Officer will prepare an official invitation for you in order to receive the TRP. The document for each prospective student is submitted to the Office of Citizenship and Migration Affairs (OCMA). The OCMA checks all your documents, does an additional inspection if it applies and makes a decision whether to grant you an invitation to come to Latvia or not.

Request for Visa or Temporary Residence Permit (TRP)

If the OCMA approves the invitation, RSU Immigration Officer will inform you about it and send you the invitation number. When you submit the documents to the OCMA, they will ask for this number.

The next step is to apply for a TRP. There are three different procedures that you may undergo depending on the country you are representing (see below). Citizens of a number of countries do not require a visa to enter Latvia while others do and some, even in addition to that, undergo special inspection of documents. If you are a citizen of Sri Lanka, please contact RSU Immigration Officer directly (contact information at the bottom of this page) since you have different procedures to undergo.

1. List of countries that DO NOT require visa to enter Latvia and immigration procedures for citizens of these countries.

Apply for TRP

Since you do not need a visa to enter Latvia, you can come to Rīga and submit all necessary documents directly. Please note that you should do this within the first 30 days of your stay in Latvia. In order to submit the documents, there are several things you have to do. Please see information below.

STEP 1: Come to RSU Immigration Office

When you arrive in Latvia, you have to come to the RSU IMMIGRATION OFFICE (RSU main building, Block K, Room 218) to provide some necessary documents: copy of your passport, copy of your health insurance certificate and results of an X-ray or fluoroscopic examination. You will also receive further information about the immigration procedures.

STEP 2: Make an appointment and go to OCMA

All services at the OCMA can be received by prearranged appointment only. You are requested to call +371 67 829 750 on weekdays from 9:00 till 16:00. Alternatively, you may come to the RSU Immigration Office and we will make the appointment for you.

When planning the appointment time, please take into account that the OCMA is located further away from the city centre and it takes approximately 30 minutes from the Old Town and 50 minutes from RSU to get there.

STEP 3: Go to OCMA and submit the first document package

Address

How to get there? Take tram No. 11
Get on at stop “Stacijas laukums” or any other stop along Kr. Barona Street
Get off at stop stop “2. Meža kapi” (11 stops from “Stacijas laukums”). After about a 20-minute ride you will cross a bridge. “2. Meža kapi” is the second stop after the bridge. Look for a big water tower that you will see on the right from the tram. The OCMA is right behind the water tower. See map here.

In order to receive TRP, prospective students must submit the following documents to the embassy/OCMA:

  • Application form for residence permit application (PDF);
  • One up-to-date photo on WHITE background (passport size);
  • RSU Study Agreement (original and copy);
  • Passport and copies of the identification pages and all the pages containing information about visas that have already been issued. Please note that the passport must be valid at least 3 months longer than your planned residence permit term;
  • Bank statement confirming that you have sufficient financial means to live in Latvia (at least EUR 4600.00 in your bank account);
  • Credit or Debit Card (original and copy) for the abovementioned account;
  • Document verifying your anticipated place of residence in Latvia (rental agreement, RSU letter confirming your stay at RSU Student Hostel);
  • Legalised documents stating your previous education (e.g., high school diploma), which should be sufficient for studies at RSU.

When you submit the documents to the OCMA, your photo will be taken together with your fingerprints. This is necessary for your TRP card.

After the submission of documents to the OCMA, they are going to check your documents taking the decision of granting you a TRP within 30 days. The information about the decision is sent to RSU and to your address in Rīga. Since the decision letter is in Latvian, RSU Immigration Officer will inform you about the contents of the letter.

Receive your TRP

Submit the second document package to the OCMA and receive your TRP card:

  • If the decision of granting you a TRP is positive, you must arrange another appointment with OCMA (see step 2) and submit the following documents to the OCMA to receive your TRP card:
  • Health insurance certificate covering EUR 42'686.15, valid for the entire duration of your stay in Latvia (original and copy). You can use certificates issued in your home country, but they have to be valid in Latvia and have to be in the amount mentioned above which guarantees thecovering of health expenses, including repatriation to the country of origin in case of serious illness or death. If you don’t have such a health insurance certificate, it can be bought in the building next to the OCMA;
  • Results of an X-ray or fluoroscopic examination;
  • Passport (original and copy).

After OCMA specialists will have checked your documents, you will receive your TRP card allowing you to reside in Latvia for a period of time stated by the OCMA (usually one calendar year).

Declare your address in Rīga

You have an obligation to declare your place of residence in Latvia. The best way to do it is to declare your address at OCMA during your second appointment when you receive your TRP card. This service takes 5 minutes and costs EUR 4.27. Please note that you cannot make payments in cash at the OCMA, as only bank cards are accepted.

If immigration officers inform you that they cannot declare your address (please ask for reasons), you can also declare your address in one of the local Municipal Offices within one month after receiving the TRP. One of these offices is situated in 5 minutes from RSU. Please read the instructions on what to do and how to get there.

Provide documents to RSU Immigration Officer

Bring your TRP card and your health insurance certificate to the RSU Immigration Office. The Immigration Office has to have a copy of both documents in your file, so please do not forget to bring them.

2. If you are a citizen of a country NOT mentioned in the list linked to Item 1, you REQUIRE a visa to enter Latvia and need to undergo the immigration procedures as described in the tabs below.

Apply for Visa

Since RSU is not directly involved in the visa process, please consult the Latvian Embassy in your country or region to learn what procedures you should undergo and what documents you need to submit. However, the following information might be useful:

  • There is a visa application form to fill (request for it at the embassy).
  • You will also have to submit several of the documents already used for the TRP application.
  • There is usually a fee for visa applications.
  • Visa processing time depends on your specific case – you can get a visa within one week but it might as well take 2 or even 4 weeks. Please plan some time for visa procedures!
  • Please keep in touch with the embassy about your visa procedures.
  • Visa applications are accepted during the opening hours of the embassy. Please check the days and times especially if you are not living in the same city where the embassy is situated.
  • The visa validity period depends on each specific case. Technically, with a valid visa you can stay in Latvia for up to 90 days, however, the decision is taken solely by the embassy, for instance they can grant a visa for only 5 days.
  • The duration of your visa is very important because you have to go to the OCMA in Rīga and submit additional documents for your TRP within the validity period of your visa.

If all the procedures go well and you receive a visa inset (sticker) in your passport, you can finally buy plane tickets and prepare for your arrival in Rīga.

Apply for TRP

There are two ways of applying for TRP: you can come and submit the documents in the OCMA office in Rīga personally or do it at the Latvian Embassy in the country where you are staying. The documents to be submitted are the same in both cases. We suggest submitting the documents to the Embassy for the following reasons:

  • You will have time to sort everything out and prepare your documents before arrival;
  • You will save time and will not need to have all the documents in perfect order at once;
  • You will be able to concentrate on your studies when you arrive instead of immigration issues;
  • You will have all the necessary documents with you at home. You would definitely lose time if some documents went missing when you go to the OCMA office in Rīga;
  • You will know for sure whether you have been granted or denied a TRP. 

STEP 1: In order to receive TRP prospective students must submit the first document package to the embassy/OCMA:

  • Criminal Record issued by a respective institution in your home country. If you have lived outside your home country for the last 12 months or more, you have to get the criminal records from this residence country.    

If you submit the documents to the embassy, they are going to check your documents and send them to OCMA where another checking of documents takes place. When the OCMA receives these documents from the embassy, the decision is taken within 30 days. The information about the decision is sent to RSU and to the embassy. The embassy informs you about the decision.

If you submit the documents directly to the OCMA in Rīga, please note that you should do this within first 30 days of your stay in Latvia. At the OCMA, they are going to check your documents taking the decision of granting you a TRP within 30 days. The information about the decision is sent to RSU and to your address. Since the decision letter is in Latvian, RSU Immigration Officer will inform you about the contents of the letter.

When you receive the information about the decision in any of the abovementioned ways, and if the decision is positive, you can prepare for your arrival in Rīga.

Submit additional documents for your TRP

You will also receive further information about the immigration procedures.

All services at OCMA can be received by prearranged appointment only. You are requested to call +371 67 829 750 on weekdays from 9:00 till 16:00. Alternatively you may come to the RSU Immigration Office and we will make the appointment for you. Do not postpone going to the OCMA! If you miss deadlines (visa validity period) it might result in request to leave Latvia.

When planning the appointment time, please take into account that the OCMA is located further away from the city centre and it takes approximately 30 minutes from the Old Town and 50 minutes from RSU to get there.

3. If you are a citizen of a country NOT mentioned in the list linked to Item 1, but you have a residence permit in one of the Schengen countries (e.g., you are a citizen of Sri Lanka living in France with a residence permit issued in that country), you need to undergo the immigration procedures as described below.
