Objective

Acquire the topical issues of the sub-branch of the theory of operational activities, Acquire current and necessary changes to the Operational Activities Law (hereinafter the OAL). Acquire the current requirements for planning and implementing operational measures in a special way. Explore the possibilities for the use of measures and criminal proceedings activities prescribed by the OAL. Learn about the mechanism for control and supervision of operational activities and the possibilities for improving the mechanism for cooperation between the subjects.
Provide and assist in understanding of the scope of the information that would contribute to the development of theoretical knowledge of the following issues:
1. Content and process of the operational activity.
2. Principles of the operational activity.
3. Operational activity and human rights.
4. Operational activity and its relation to other functions of the State Police.
5. Operational activity and criminal intelligence.
Improve the ability to apply theoretical knowledge to the process of carrying out practical tasks through independent work. Build a personal (student) competence in the field of operational activity.

Prerequisites

Criminal Process, Institutional System of Law Enforcement Agencies, Introduction to Criminal Search.

Learning outcomes

Knowledge

Students acquire the necessary knowledge of the nature of the operational work. Able to list legal entities and the controlling bodies of the operational work and describe their competence.
Students will be able to define the concept of operational activity and to describe the process of the operational activity. Will be able to distinguish between operational measures and departmental and special investigative activities.

Skills

1) Knowledge and understanding of the topics included within the study course.
2) Skills to analyse, synthesize and evaluate. Able to evaluate and benchmark the ODP and the violated human rights. Ability to apply the acquired knowledge in planning of operational measures and in completion of the drafted documents for submission.
3) Communication skills - communicate with other students of the Master’s study programme on issues of criminal law; demonstrate social skills and emotional intelligence. Develop reasoning and ability to listen to opinions.
4) Orientation for further learning skills - constantly structure own learning, analyse own level of knowledge and rationally add to it, select and evaluate the sources of literature.
5) Other general skills - take responsibility for own decisions and activities, make rational decisions and find solutions in unforeseen and changing circumstances, adapt to new situations and be open to change, take leadership and initiative and face up to consequences, comply with ethical standards, demonstrate broad general knowledge and competences. Improve the ability to listen to different opinions.
Skills in analysing, synthesizing and evaluating the location and role of operational activity in police work; developing scientific research skills.

Competence

Able to apply operational measures or special investigative activities in pre-trial investigation.
Ability to carry out specific operational tasks and operational activities in the performance of professional duties related to the prevention and detection of criminal offences; ability to use the knowledge and skills in professional and personal development. Application of legal provisions not only “mechanically” but in line with public interests and priorities, thereby synthesizing the skills in working with regulatory framework and the comprehension of the law in general.
