Objective

The training course is intended for students to acquire a system of knowledge and to acquire general education and additional competences regarding the theoretical and practical aspects of sports law; their subject areas, methods, sources (fundamentals), principles and functions; implementation specifics, functioning and expression of sports rights; in the specified sphere of public (international, state, local government) interests, sports organizations (sports teams, sports federations) and other non-profit and commercial organizations; the provision of sports rights for the realization of the legitimate interests of citizens' associations in order to ensure and realize the rights, freedoms and legitimate interests of individuals in the field of sports in order to ensure the effective functioning and dynamic development of the sphere of sports activities and the sports industry.

Introduction to law, interest in sports.

Learning outcomes

Knowledge

Understanding of the essence of sports law and the structure of the system (as integrated law regulation, as a scientific direction and as a discipline), its subject area, methods, sources (basics), principles and functions, peculiarities of functioning, specificity of the realisation of sports rights;
knowledge of the specifics of sports legal relations, its subjects, the general principles of regulation of public relations in the field of sport;
knowledge of the principles of state and municipal management in the field of sport;
understanding of the specifics of the main regulatory acts (Latvian and foreign) in this field;
general notions of international sports law and Olympic law, understanding of the specifics of key documents in this field;
knowledge of conflicts and disputes in the field of sport and how to solve them;
knowledge of violations of rights in the field of sport, the provision of legality and security in sport, the fight against crime and violations of rights in sport;
understanding the nature and legal forms of legal responsibility in the field of sport, its regulation and implementation specifics.

Skills

The ability to analyse legal regulation and self-regulations in the field of sport in Latvia and abroad, as well as at international level;
the ability to analyse the state of the regulatory provision in the field of sport as well as internal self-regulatory rules of organisations, other international documents;
the ability to use the theoretical foundations of the legal regulation of sport in law enforcement activity;
ability to use the terminology of special instruments of sports law, modern legal regulation of sport;
the ability to work independently with the legislative and theoretical literature of sports law;
the ability to generalise and analyse materials on specific situations related to sports violations;
the ability to analyse disputes and conflicts in the field of sport (sports conflictology), including identification of the parties, detection and determination of the depth of conflict situation and latent peculiarities;
the ability to engage in conflict as a mediator to negotiate with the parties involved in the conflict, to localise, overcome, resolve and slow down the conflict.

Competence

Knowledge of the methodology of legal analysis, lawfulness and utility issues in management, control and monitoring relations in the field of sport;
research and expertise in drafting national regulatory enactments, internal regulations of self-regulatory organisations, national judicial and sports arbitration decisions, sports contracts, several standard versions of sports contracts (including comparable legal, legal linguistic, etc.);
drawing up a simple security plan for a sports event;
independent determination and formulation of an optimal legal position within the framework of simple standard cases in sports arbitration;
independent decision making in the field of sports activities.
