In this lecture, Jonathan Baum, Expert at the Robert Koch Institute (RKI), Berlin, will share his experience in public health intelligence and international deployments within the global outbreaks of infectious diseases, particularly within the framework of the Global Outbreak Alert and Response Network (GOARN). The lecture will cover examples from past health crises and their impact on preparedness for future challenges. The lecture will take place in English.

The lecture will introduce the key concepts of public health intelligence, explaining how data and information are analysed to enable early warning, decision-making, and response processes. It will also explore how international deployment mechanisms facilitate rapid and coordinated emergency responses worldwide. Drawing on practical examples, the lecture will present the Global Outbreak Alert and Response Network (GOARN), the Emergency Medical Teams (EMT) initiative, and the European Union Civil Protection Mechanism (UCPM). The presentation will be followed by a discussion moderated by Assoc. Prof. Dr. Sandra Dudareva.

About the lecturer

Jonathan Baum is an internationally experienced public health and crisis management expert, biochemist, and epidemiologist specialising in public health protection and disaster response. He works at the Robert Koch Institute in Germany as a technical officer at the Centre for International Health Protection, which provides public health intelligence functions and serves as a WHO Collaborating Centre within the GOARN framework.

Jonathan has participated in more than ten international disaster response missions, including recently supporting efforts to combat a cholera outbreak in Angola. He is also a trainer in the rescEU EMT training programme, collaborates with the Berlin Fire Department, and is lecturing at Charité University Hospital.

His academic background includes studies in biochemistry at the Freie Universität Berlin and the University of Cambridge, as well as a master’s degree in applied epidemiology from the Charité University Medical Faculty. Jonathan has been a scholarship recipient of the German National Academic Fund, a participant in the Mercator Programme on International Affairs, and a graduate of Postgraduate Training for Applied Epidemiology (PAE) in Germany.
