Rīga Stradiņš University (RSU) continues work on a new infrastructure development project — the development of the RSU Study and Dentistry Centre on the Dzirciems campus. A key stage in the project has now been reached: two major contracts have been signed, enabling the start of design work and ensuring professional project supervision.

Activities of the project steering committee

On 11 December 2025, the second meeting of the project steering committee took place. The steering committee oversees the use of state budget funds, contract performance, and the achievement of the project’s objectives. The committee was approved by the RSU Rector Prof. Aigars Pētersons on 26 March 2025. The committee comprises representatives of RSU, the Ministry of Health, and the Latvian National Health Service. The steering committee plans to meet at least twice a year, organising extraordinary meetings as necessary.

Contract signed for construction project development and author’s supervision

On 12 January 2026, following an open tender, a contract (No. 3-L-2/1/2026) was concluded between RSU and SIA Baltex Group for the development of a construction project and author’s supervision for the expansion of the RSU campus with a study and dentistry building at 16 and 20 Dzirciema iela, Riga. The total value of the contract is EUR 1,178,967.13 (including VAT), comprising EUR 988,207.00 for the development of the construction project and EUR 190,760.13 for author’s supervision. The planned duration of the construction project development is 18 months.

Contract signed for construction project audit and construction supervision

On 15 December 2025, a contract (No. 3-L-2/35/2025) was concluded between RSU and SIA P.M.G for the provision of construction project audit and construction supervision services. The total value of the contract is EUR 483,229.01 (including VAT), comprising EUR 165,869.57 for construction project audit and EUR 317,359.44 for construction supervision services. The provisional construction period, including the delivery and installation of furniture and other equipment, is planned to be 23 months.

About the RSU Study and Dentistry Centre

The RSU Study and Dentistry Centre building will be constructed on the RSU student campus in Dzirciems and connected to the main RSU building and the Institute of Stomatology by glass sky bridges, ensuring convenient and safe movement between the buildings. The planned total area of the building is approximately 8,450 m², and it will comprise six above-ground floors and one underground level:

  • the underground floor will house a car park and a bomb shelter;
  • 1st floor – RSU Innovation Centre, Student House of the Student Union (Studējošo pašpārvalde, SP), Career Guidance and Wellbeing Centre;
  • 2nd floor – Children’s Dental Centre;
  • 3rd floor – co-working study rooms, Teaching and Learning Laboratory, lecture halls;
  • 4th to 6th floors – RSU Faculty of Dentistry study rooms.

To strengthen the accessibility and quality of dental services for children and young people, the development of the Children’s Dental Centre is being implemented with co-financing from the Latvian state budget. The total contract value for the implementation of this project is EUR 3,285,601.

Project implementation progress

The project is currently at the pre-design stage. Technical specifications have been developed, quality and accessibility indicators have been defined, and a risk management matrix has been introduced to support the timely identification and mitigation of potential risks throughout all stages of implementation. Construction works are scheduled to begin in 2027. Commissioning of the building is planned for spring 2029, with the delivery and installation of equipment expected to be completed by the end of 2029.
