Objective

Develop students’ ability to apply legal norms, governance principles and strategic communication approaches in an integrated way to address complex crisis situations through practical simulations. The course promotes analytical thinking, interinstitutional cooperation skills and decision-making in a climate of uncertainty, combining aspects of rights, security, sustainability, technology and societal governance.

Prerequisites

basic knowledge of legal theory and legal methods, including the interpretation and application of legal provisions;understanding the principles of public administration systems, institutional structures and administrative processes;basic knowledge of human rights and their protection mechanisms in the national and European legal area;a picture of the interaction between international and European legal systems;a general understanding of the impact of security, sustainability and technological development on the regulatory framework;academic research and analytical thinking skills, ability to work with laws, regulations and case law;skills to work as a team, to argue your point of view and to be part of discussions.Prerequisites may be acquired in bachelor-level studies in law or related social sciences programmes.

Learning outcomes

Knowledge

1.understands the regulatory framework for crisis management in Latvia, EU and internationally;

is familiar with the institutional structure of public administration and the principles of security policy;

understands the interplay of human rights, sustainability and technology regulation in crisis situations;

is familiar with the basic principles of strategic communication and reputation management.

Skills

1.Student is able to:

analyse laws and regulations and apply them to simulated crisis situations;

identify legal risks and formulate sound solutions;

cooperate with interdisciplinary teams and take reasoned decisions;

develop a crisis communication and action plan.

Competence

1.Student:

independently integrate aspects of rights, policy planning and security into complex challenges;

demonstrate the ability to strategically manage processes in times of uncertainty;

the balance of public interest, security and human rights shall be critically assessed.
