Objective

To introduce students to the basic issues of healthcare organization, the scope and functioning of the right to healthcare in practice, including studying the competencies and activities of healthcare and care organizations both internationally and in Latvia. To introduce students to the place and role of healthcare organization law in the legal system, its sources, and general concepts. To develop students' understanding and analytical skills by addressing current issues in healthcare and healthcare organization law.To provide knowledge on fundamental issues of medical law. To promote students' understanding of medical law and its application in professional practice. Introduce students to the role of medical law in the Latvian legal system, sources of medical law, concepts, and specific areas of medical law. Improve students' understanding of the relevant field by addressing current issues in medical law.Due to the content of the course, several core lecturers are involved – professionals in their field and academic staff. With the aim of better understanding the current issues in the protection of the rights of medical personnel and patients, the course will also include classes in a simulation environment for medical personnel at the RSU Medical Education Technology Center, involving students in a medical environment.

Learning outcomes

Knowledge

1.Students know the place and role of healthcare organizations in the legal system, the fundamental legal issues and current development trends of healthcare organizations, and the legal concepts of healthcare organizations. Students are also familiar with the regulatory acts governing medical law, the role of medical law in the legal system, fundamental issues and current developments in medical law, the principles of medical law, and the rights and obligations of patients and medical professionals.

As a result of completing the course, students are able to integrate the knowledge they have acquired and contribute to the creation of new knowledge.

Skills

1.As a result of completing the study course, students will be able to identify legal issues in the field of healthcare organization and medical law. They will be able to identify differences in the scope of the field. They will be able to apply the relevant legal norms in resolving specific legal situations, prepare procedural documents, analyze problems and provide an independent and reasoned assessment of them, and propose solutions to situations. Knows which legal acts regulate the rights and obligations of patients, and what the mechanisms are for protecting the rights of patients, medical personnel, and institutions.

Students are able to analyze practical examples of healthcare organization law. Students are able to analyze court practice in detail, express reasoned opinions, and obtain and/or prepare the necessary documents in the field of healthcare organization law. Students are able to explain and discuss complex issues in the field of healthcare with both industry professionals and other individuals.

Students are able to assess and analyze actions arising from the rights and obligations of patients and medical personnel, as well as practical examples of legal protection. Students are able to prepare the relevant (necessary) documents for the protection of the rights or representation of the interests of patients or medical personnel. The course develops students' argumentation and critical thinking skills, communication skills (teamwork skills) – by communicating with fellow students about the information learned in the course, thus providing social activity skills. The study course also develops students' self-discipline skills – independently organizing their work (preparing for classes, etc.), coordinating the deadlines and quality of individual and group work, identifying and selecting the most appropriate literature for learning the material. Students learn to identify problems in situations, formulate their degree of complexity, and find high-quality and logical solutions.

Competence

1.Students are able to independently analyze and identify issues in the field of healthcare organization and medical law. Students are able to apply current legal sources in the field of medical personnel, medical institutions, and patient rights, independently obtain, select, and analyze the necessary information on a specific legal issue, as well as conduct theoretical and practical analysis and research. Students are able to apply their knowledge and skills in their professional activities, independently improve their qualifications, analyze legal information on the rights of medical personnel and patients patient rights, make proposals for improving the legal framework, and identify and analyze current issues in the field of healthcare organization and medical law.

Students are competent in solving health care and organizational problems and have acquired the skills to conduct multidisciplinary basic research.
Students are able to perform specific tasks related to medical law and are able to use their knowledge and skills in their professional and personal development. Application of legal norms in accordance with the interests and priorities of society, thus synthesizing skills in working with the regulatory framework and understanding of law in general. Students are able to offer not only formal solutions to problems in the field of medical law, but also solutions that serve the wishes and priorities of society (the local community).
