Objective

The objective of the study course is to inform students on the specifics of work organisation by the structural units of Public Order Police, provide knowledge on the concept of crime prevention work, structure and preventive work methods, develop preventive work planning skills and improve the students’ professional competences that are fundamental for ensuring successful performance of police functions and to develop students knowledge in methodology and facilitate development of practical skills for elaboration of thesis.

Tasks:
1. Provide knowledge on Public Order Police work organization, structure and competences;
2. Provide knowledge on the methods for ensuring public order, traffic control, general and individual prevention methods, permission system, operational management and other specifics, problems and legal aspects of Public Order Police structural unit work organization;
3. Provide knowledge and develop practical skills regarding Public Order Police work planning, proper classification and recording of administrative offences and crimes;
4. Facilitate acquisition of research methodology and develop research skills.

Prerequisites

Required preliminary knowledge: acquisition of knowledge by completing the study course: “Police Law" (service, disciplinary practice, problem issues) and “Administrative Law”.

Learning outcomes

Knowledge

The students is well-versed in the State Police Public Order Police work organization, structure and competence of different services; have knowledge on the Public Order Police work planning process, preventive work methods, administrative work specifics and the specifics of public order event planning and organisation; students know practical aspects and legal framework of the everyday work of the structural units of Public Order Police; is well-versed in the principles of completing the main official documents and have knowledge of research methods and specifics.

Skills

Ability to identify problems of practical work that are related to the study subject, ability to confer legal classification to an offence and record it accordingly; ability to apply the legal sources and independently find a solution of the professional task; ability to select the required means for solving the professional task and to independently choose a strategy for solving it; ability to draft official, administrative, record-keeping, investigation work documents, select research methods and apply for practical research.

Competence

Able to describe, formulate and communicate practical issues and offer solutions to the problems and analyse practical problems; capable of taking professional responsibility and making decisions on the performance and planning of complex tasks; able to properly qualify offences and to independently choose an appropriate pattern of action in a given situation, knowledge on recording (documenting) the circumstances of a case (event); able to independently plan and organize preventive work and also the work in the area of criminal and administrative jurisdiction, ability to independently apply research methods and perform practical research.
