Objective

To provide knowledge about legal and practical aspects of international police cooperation, development trends thereof.

Task: to provide knowledge of the legal basis for international police cooperation, institutional system of interstate cooperation, and forms of cooperation.

Prerequisites

It is required to finish the professional bachelor study course “Powers of Police (Service, Disciplinary Procedures, Aspects of Problem Solving)”.

Learning outcomes

Knowledge

Students are familiar with the international agreements that determine the directions of interstate cooperation; European Union framework decisions in the field of justice and internal affairs; national bilateral agreements and national laws affecting police cooperation; students have an understanding of the institutional system of interstate cooperation and forms of cooperation in combating crime; students have knowledge of the main fields of action of Interpol and Europol, as well as areas of cooperation with Eurojust, OLAF, FRONTEX; students have an understanding of the forms of cooperation between the Member States of the Schengen area: joint patrolling, cross-border surveillance, cross-border prosecution; students understand the operating principles of the Schengen Information System, the conditions of use thereof and the tasks of national divisions in the field of interstate cooperation.

Skills

Students have good knowledge of laws and regulations governing police interstate cooperation, forms of interstate cooperation, their role in police work; students understand the need for joint patrolling, cross-border persecution and the importance thereof in combating crime; knowledge about the circulation of information, international databases and information exchange channels.

Competence

Students are able to start cooperation with police services of other countries in matters of professional duties; able to prepare a request to the competent services of another country; able to take part in joint patrolling and cross-border persecution operations; able to take professional responsibility and take prompt, well-thought-out decisions on professional issues in the aspect of interstate cooperation.
