Study course description
Preliminary Knowledge:
Basic knowledge of human rights and public administration issues, and basic knowledge of current human rights issues in Latvia.
Objective:
To promote understanding and theoretical knowledge of the concept of human rights in general, as well as understanding of the mechanism for the protection of human rights in Europe and at international level. On completion of the course, each student has to have clarity on the purpose of these mechanisms and the way they work.

Learning Outcomes
Knowledge:On completion of the study course, students will have the knowledge of the mechanisms for monitoring human rights in the European Union and in the Council of Europe, forms and methods for the protection of human rights (Member States’ reports, visits to Member States, individual and collective complaints, court judgments, NGO annual reports, etc.) Students will be able to use theory independently (find, read and analyse current human rights documents and know what the main human rights authorities are). Students will have acquired problem-solving skills: to find, read and analyse the required reports and judgments of international organisations on official websites of national and international organisations to use this information to support their opinions (recommending solutions or recommendations to improve respect for specific human rights). Upon completion of the study course, students will be able to explain in a reasoned way (by referring to the resources learned during the course) and defend their views on human rights issues in the EU Member States, both with professionals and non-professionals.
Skills:On completion of the study course, students will be able to identify human rights violations and find solutions to prevent human rights violations (knowing where and how to address complaints or claims; use the available mechanisms for protection of human rights to address the particular situation). Ability not only to express their opinion on a particular human rights issue, but also to justify it with official reports and other sources of information.
Competencies:On completion of the study course, students will be able to see further possibilities for their professional development, improve their theoretical knowledge and professional activity. Students will be able to competently use court judgments and reports on the situation related to human rights in the Member States in order to conduct high quality research for Master’s Thesis or tackle professional issues and to justify own opinion on a given human rights issue creatively and with reference to official national and international resources.
