Objective

To develop an understanding of the administrative process at State administration, the procedure for appealing an administrative act before the administrative court.
Tasks:
1.To introduce the student to the administrative procedure law as an area of public law;
2.To provide an understanding on the substance of administrative proceedings and enforcement by state administration and courts.

Prerequisites

Necessary previous acquisition of the study courses: Legal Theory, Administrative Law and the Latvian State System.

Learning outcomes

Knowledge

The students will be able to define the concept of the administrative proceedings, describe the administrative proceedings system and concepts. Ability to distinguish administrative acts from other legal acts.

Skills

Skills to analyse, synthesize and evaluate the place and the role of the Administrative Procedure Law in practical work, improve research skills.
Communication skills - ability to communicate with other students of the study programme on the problems associated with administrative procedure, demonstrate social skills and emotional intelligence. Improvement of argumentation skills and the skills to listen to the opinion of others.
Guidance for future learning skills - to independently structure one’s learning, analyse one’s level of knowledge and rationally supplement it, select and evaluate literature sources. Identify and define problems, discover causal relationships, i.e. the “root” of the problem and to offer constructive solutions.
Other general skills - take responsibility for one’s decisions and actions, adopt critically weighed decisions, find solutions for previously unpredicted and changing circumstances, adapt to new situations, be open for changes, take leadership and initiative, be responsible for consequences, act in ethical manner, demonstrate comprehensive general knowledge and competences. Improve the skills of listening to different opinion.

Competence

Ability to perform specific administrative proceedings- related assignments, ability to use knowledge and skills for professional and personal development. Ability to apply legal norms not only “mechanically”, but consistently with public interests and priorities, therewith synthesizing the skills to join the legislative framework with the understanding of laws. Offer not only formal solutions of administrative law related problem issues but to find solutions that would serve public (local community) interests and priorities and would account for overall improvement of state administration.
