This lecture, organised by the Rīga Stradiņš University (RSU) China Studies Centre, explores how recent local Chinese diaspora governance is being transformed by extended use of information communication technology. Applying domestic methods of judicial governance, local officials in China are endorsing overseas Chinese association leaders as liaison personnel to extend judicial practices to the extraterritorial level. By gradually developing e-courts and e-police, the local Chinese state strengthens its access, collection, and integration of emigrants’ data. Chinese local diaspora governance should be conceptualised in the broader context of the rapidly growing digital development of China in which digital infrastructure plays a central role. These findings contribute to broaden our theoretical understanding of the practices of authoritarian diaspora governance premised on migrants as overseas economic and political assets.

About the lecturer

Prof. Mette Thunø's research focuses on migration, diaspora, globalisation and international relations in relation to China and the impact in general of mobility and especially in regard to cultural identities. She is a leading academic voice in the consequences of China's diaspora policies and their impact on transnational relations. In addition, she does big data research on Chinese diplomacy expressed through social media. She is also engaged in research on how to strengthen intercultural competence and communication in relation to the globalisation of Danish companies. Prof. Thunø's research interests are reflected in her teaching activities within the field of migration studies and interculturalism.
